The people of Sandwell and all at Sandwell Council express their deepest sympathies at the passing of Queen Elizabeth II.
Public services will continue to be provided during this national period of mourning, but as a mark of respect we are cancelling or postponing council events and public meetings until after the funeral. Information about the Bank Holiday and council services can be found on this webpage.
A big screen in Dartmouth Park, West Bromwich, will show the state funeral on Monday 19 September.
While many will be marking the funeral of Queen Elizabeth II privately, for those who wish to come together at this time, the council has made arrangements for the funeral to be shown on a large screen at Dartmouth Park, West Bromwich on Monday 19 September between 10.30am and 5pm.
The screen will be located close to the bandstand where anyone wishing to watch the funeral service is welcome to join us.
The screening will include full broadcast coverage of the funeral service at Westminster Abbey including a two-minutes silence and the committal Service at St. George’s Chapel. The Worshipful Mayor of Sandwell Councillor Richard Jones will be attending Dartmouth Park to lead the observance of the two-minute silence in Sandwell.
Flowers can be placed at the Dartmouth Park memorial. Please remove any cellophane wrapping and place it in the bins in the park.
There will be no refreshments available to purchase so visitors are asked to bring food and drink with them. Toilet facilities will be available, and parking is available in West Bromwich town centre car parks and at Sandwell Valley.
A National Moment of Reflection will take place at 8pm on Sunday with a one-minute silence. We are asking residents to mark the silence privately at home, to reflect on the life and legacy of Queen Elizabeth II.
Council buildings, leisure centres, parks and cemeteries
Schools in Sandwell will be closed on Monday 19 September. Our contact centres (phone lines) and council offices are also closed.
Leisure centres will remain closed.
Our libraries, except libraries hosting books of condolence, will be closed. Museums, which are closed on Mondays, will also remain closed.
Parks and cemeteries will be open.
Funerals arranged for Monday at our crematoria and cemeteries will go ahead. Register office appointments booked for Monday will also go ahead.
Critical services for vulnerable people including adult social care services will continue as they would on other Bank Holidays.
Bin collections and Household Recycling Centre
Bins will not be collected on Monday 19 September. The Household Recycling Centre (the tip) at Shidas Lane, Oldbury, will also be closed.
For one week only, Monday’s bin collections will happen on Saturday and Sunday (17 and 18 September). This mainly affects the Wednesbury, Friar Park and Princes End areas of Sandwell.
If Monday is your usual bin day, please make sure your bins are outside your property by 6.45am on Saturday (17 September). Please tell your neighbours.
Monday collections will return to their usual day on Monday 26 September.
The Household Recycling Centre (the tip) will re-open on Tuesday 20 September, 8am to 4pm.

In an emergency
The council continues to provide emergency contact details to be used in case of an emergency to contact our council house repairs, highways and other services. These services can be contacted in case of an emergency.
We have opened an online Book of Condolence where you can share your messages, tributes, thoughts and memories.
Books of condolence are also available to sign in person at Oldbury Library at Sandwell Council House, Blackheath Library, Smethwick Library, Glebefields Library in Tipton, Wednesbury Library and Central Library in West Bromwich during their normal opening hours. Check library opening hours.
A ceremony to proclaim His Majesty King Charles III the new Sovereign was held outside Sandwell Council House in Oldbury on Sunday (11 September) 2022 at 1pm.

Deputy Lieutenant for the West Midlands John Wood opened the ceremony and the Worshipful Mayor of Sandwell Councillor Richard Jones read the Proclamation from the balcony of the Council House. The ceremony concluded with the national anthem – God Save the King.
Following the national proclamation ceremony for the King in London on Saturday (10 September), the Union Flag was flown at full mast at Sandwell Council House and other council buildings until it was lowered again to half-mast immediately after the borough proclamation on Sunday (11 September). It will remain at half-mast until after the Queen's funeral on Monday 19 September.
On Friday (9 September), The Worshipful Mayor of Sandwell Councillor Richard Jones, the Leader of Sandwell Council Councillor Kerrie Carmichael, the Leader of the Opposition Group Councillor David Fisher and Director of Law and Governance Surjit Tour laid wreaths at the flagpoles outside Sandwell Council House in Oldbury.
