The Dixon City Council will consider a memorandum of understanding (MOU) between the city and Dixon Public Safety Mid-Managers’ Association (DPSMMA) at Tuesday’s meeting.
The last contract was approved in 2019, and the proposed contract would be applied toward the period beginning July 1 of this year through June 30, 2026.
According to a staff report by Human Resources Director Rachel Ancheta, negotiations between the two agencies began in late March and ended in mid-September. The city’s negotiating team consisted of Ancheta and City Manager Jim Lindley, with the cost proposals provided by Finance Director Kate Zawadzki and finance analyst Stephanie Frank. The DPSMMA’s negotiating team consisted of Fire Battalion Chief Jason Barker, Police Capt. Tom Cordova and fire marshal and Division Chief John Malone.
The proposal includes an annual 4% base salary increase each year through 2026, a 2.5% equity adjustment for battalion chiefs, additional compensation time for battalion chiefs who work extra hours, an increase in education incentives for police lieutenants and captains from 1 to 2.5% of base pay for possession of a California Peace Officer Standards and Training management certificate or masters’ degree, increase in uniform allowance to $1,200 per year for police lieutenants and captains, health benefit increases, allowing battalion chiefs assigned to shift assignments to accrue vacation time based on shift accruals as outlined in the MOU, and allowing battalion chiefs who work regular 24-hour shifts to accrue sick leave of 12 hours for each full month of service completed.
The council is being asked to approve the MOU and approve a 2022-23 budget amendment. While directing staff to return to the bargaining table to negotiate different terms and conditions is listed as a potential alternative in the staff report, Ancheta wrote this is not recommended since the negotiated terms “meet the parameters set forth by Council.”
The total contract cost for the four-year term is $261,166.
In other business, the council will consider a request to eliminate the remote option for city meetings which were carried over when the council returned to in-person meetings after meeting solely remotely for the first 16 months of the COVID-19 pandemic.
