TEMPO.CO, Jakarta – The Bali Tourism Agency head Tjok Bagus Pemayun on Tuesday responded to the backlash following the region’s new rule that bans tourists – especially international tourists – from independently operating rental motorcycles. He insists that the rule was issued under an existing legal basis.
He elaborated that international tourists are banned from using rented motorcycles under the governor’s regulation. “The Bali Governor’s Regulation No.28/2020 overseeing Bali’s tourism management Article 7 (4) (g) explicitly states that tourists must always use tourist vehicles,” Tjok said on March 14.
The regulation assumes that tourists who visit Bali are people of quality and law-abiding citizens who exclusively uses tourist transportation services. “Are motorcycles classified as tourism vehicles? Contact the transportation agency as the governor’s regulation does not consider motorcycles as such,” he said.
Bali Governor’s Previous Statement
As reported on Monday, Bali Governor I Wayan Koster said that the government already has a number of regulations governing foreign nationals through the Bali Governor’s regulation regarding tourism management, including a ban on foreign nationals from operating motorized vehicles.
“This means tourists have to travel using vehicles from travel agents. It is no longer allowed to rent and operate vehicles that are not from travel agents,” he said in a press conference, Sunday, March 12.
This regulation will be effective this year as a means to fix the island’s tourism system. He insists that Bali is not fixated on the number of tourist visits but will maintain quality over quantity on the island which will respect and enforce local laws.
Kostner said such a move is only implemented this year as the previous years saw Bali struggling to survive the global pandemic restrictions. Visa violations will also be looked into.
“Those who complicate the convenience of our tourism, beauty, and cultural richness, and after coordinating with the Regional Police Chief and the Bali Ministry of Law and Human Rights regional branch, [we have decided] to take firm action against tourists and foreign nationals whose actions are not in accordance with the legal norms in force in Indonesia and culture in Bali in particular,” said the Bali governor.
Road Accidents Involving Foreign Tourists
Pemayun said this policy had emerged since the influx of foreign tourists violating traffic rules, such as not wearing helmets and using fake number plates. This regulation was set in place in 2020 but was not implemented effectively due to Covid-19.
The Bali Regional Police also recorded a number of traffic violations and accidents that often involved tourists from overseas. In 2022, there were 68 recorded accidents involving non-domestic tourists who most use rental vehicles.
Popular tourist areas are also the locations where the most accidents involving foreigners occur, such as in Canggu, Kuta, and Gianyar. The causes can be traced back to alcohol-related reasons, lack of driving skills, and pure road accidents with other vehicles.
