The first HarmonyOS beta is arriving next month, in advance of which Huawei has stated that up to 90% of its devices will be eligible to move to the new OS. The first beta will only be for developers, but Huawei is reportedly gearing to have a public beta ready for April 2021.
In that vein, Huawei Central has published a list of devices that it expects to be part of that 90%. It is worth noting that the website has included the upcoming Nova 8, Nova 8 Pro and Honor V40 on the list, although they only make up just over 5% of it.

Huawei Central has based its list on several leaks, along with information delivered by Huawei executives. The website expects Huawei to prioritise HarmonyOS upgrades for devices that it released running Huawei Mobile Services (HMS). It seems to think that the Huawei Enjoy/Y series is out of contention for HarmonyOS, though.
