It is expected that refugee flows into or transiting through Belarus will continue. The Government of the Republic of Belarus has maintained an open-border policy where access to Belarus is available to refugees from Ukraine through adjacent EUBelarus border crossing points. All twelve border crossing points (BCP) between Belarus and Ukraine have remained closed since mid-April 2022 on the Ukraine side.
The heavy fortification of the border between Belarus and Ukraine may prevent physical access to crossing points. Most refugees displaced from Ukraine arrive through European Union (EU) countries, including Poland, Latvia, and Lithuania. Refugees also transit through the Russian Federation, although border crossings between the two countries are not recorded by Belarusian authorities.
The interagency refugee response in Belarus supports government-led efforts in line with international humanitarian principles and the Global Compact on Refugees (GCR). Most refugees from Ukraine reside in urban and peri-urban areas of Minsk City followed by Brest, Gomel, Minsk Region, Mogilev, and Grodno. Most households are composed of women, children, and older persons, with family separation being a common feature of their displacement pattern.
