The winners of the first Fandi Rules Street Football Tournament were crowned today at the OCBC Arena

SINGAPORE, 18 JUNE 2022 – The first edition of Fandi Rules concluded today, with 20 teams of Under-10 and Under-12 boys and six teams of Under-12 girls competing in the Grand Finals.
Held at the OCBC Arena as part of Singapore Sports Hub’s commitment to develop community sports, the players battled it out in front of local football legend Fandi Ahmad himself and Guest of Honour Mr Edwin Tong, Minister for Culture, Community and Youth & Second Minister of Law. Some of the best players from the U10 and U12 boys category also had a chance to spar against both Fandi and Minister Tong in a special exhibition match prior to kicking-off the Finals.
The final 20 boys’ teams had been narrowed down from a total of 78 teams. With the support of tournament partners People’s Association (PA), teams battled it out in a 4v4 format on selected hard courts in the North, South, East, West and Central districts across Singapore over a two-week period with the top two finalists in each district eventually progressing to the Grand Finals. In addition, the Finals also saw six female teams participating in the Under-12 category. Refer to the table below for the full list of winners for the respective categories.
The competition, which is jointly organised by the Football Association of Singapore (FAS) and the integral partnership with Singapore Pools (Private) Limited as the title sponsors of the inaugural tournament, have special regulations set by Fandi to bring back the “street rules” he grew up playing with. For example, the first team to score five goals wins the match immediately regardless of the amount of time left. This is to encourage teams to play on the front foot instead of sitting back. Other unique rules include the 1v1, which is awarded to the attacking team should a foul occur in the penalty zone.
These rules and the competition format are modelled with the objectives of Unleash the Roar! (UTR!) initiative and the National Football Philosophy in mind. Apart from igniting the interest of children to play football, the competition also aimed to introduce and encourage them to hone their first touch, dribbling, technique and composure in one-versus-one situations.

Minister Tong said: “I am very glad that we are able to organise Fandi Rules because not only can the kids come out to play while being supported by their parents, siblings and family members, but it also serves to motivate them further to do better in the sport. And there is no better way to do it than to have someone like Fandi to mentor and inspire them.
“I am also pleased that all the various organisations involved in this initiative – Singapore Pools, FAS, PA and the Singapore Sports Hub – have been able to come together and organise this competition for the children because the more they play, the stronger the sport will be and the closer they are able to bond with one another, and that is very good for the future of Singapore football.”
FAS General Secretary Yazeen Buhari said: “I am very encouraged by the participation and enthusiasm from both the participants and their parents throughout the competition. I am heartened that together with our key partners Singapore Pools and PA, we were able to provide an avenue for the participants to play football in a fun but competitive way.
“We had certain objectives in mind when we envisioned Fandi Rules and from what we witnessed, I believe this project delivered those objectives. We will kick on from here to ensure the participants and other young Singaporeans have more avenues to play competitive football so that they remain motivated to better themselves and develop their skills.”
Mr Chin Sau Ho, Senior Director, Community Partnerships & Communications at Singapore Pools, shared: “Through football, children learn to be team members. They make new friends and most importantly, they have fun. Singapore Pools is proud to support the inaugural Fandi Rules and I am happy to see the opportunities it provided. I look forward to more collaborations with FAS and PA.”
Fandi said: “It brings me great joy to see the next generation of Singaporean youths with the ball at their feet and playing with a smile on their faces. Street football cultivates creativity, allowing players to play freely and think outside-the-box. Some of the players also reminded me of when I was playing back in the day with their movement, skill and technique. I hope the participants will remember this experience fondly and hopefully they will continue to pursue football and one day don the national jersey.”
