Revisions to plans to build a new 120-bed Premier Inn on a council-owned car park overlooking Torquay harbour have been made. It was all the way back in August 2019 when Torbay Council’s planning committee approved the scheme for the Terrace car park.
The new six-floor hotel will be built on the western end of the multi-storey car park, behind the Hilton Hotel, as part of the multi-million-pound redevelopment of Torwood Street. The council and Premier Inn are the joint applicants for the hotel at the junction of The Terrace and Montpellier Road.
But the cost of the council-funded hotel soared and the project was delayed after the original builder went out of business. Work on the site of the 120-bedroom hotel for Premier Inn began in late 2020 and the original estimated completion date was early 2022, but that has now been put back to the end of 2023.

Now, minor amendments to the scheme have been put forward. The scheme, submitted to Torbay Council this week, would see the revised layout of the allocated parking.
There would also be revised areas of landscaping and an amended hotel entrance, safety railings at roof level and some changes to window colours. The plans aim to provide better safety for the maintenance of the roof top plant and to simplify the construction of the stair tower and lower ground floor, the application form for the amendments states.
Torbay Council planners will determine the fate of the application at a later date. Here is the latest list of all the new schemes which have been submitted across Devon over the past week.
